This is true, but one has to be careful. Assume someone loves being an engineer and wants to perform good solid design work until they retire. They might be tempted to form their own design services firm. However, now they are a part-time engineer and a full-time small business person. Even as they grow, they are more likely to hire an engineer to help with the work, rather than hire a "boss" to run the business.
